replaced preprogrammed ECU car will not crank and scanner will not comunicate

Hello, I don't know what a "preprogrammed ECU" is since you kind of need to have it in the vehicle to program everything. Also, have you verified all wiring connectors are secure and all fuses are intact? Way too many variables to be of much help. Further, very very few concerns require replacement of an engine processor, so it could very well be that whatever has been wrong continues to be wrong.
