What does it mean when lightening bolt warning light comes on?

I changed the electronic throttle body with a used one but it didn't help. Lightening bolt light is on, rough when starting, no acceleration, rpm stays at 1500
What makes this problem better or worse?
Stays the same, tried resetting but only works 1 time in a blue moon
How long has your 2008 Dodge Avenger had this problem?
About a week. When it started resetting would work but not now

The lightning bolt indicates that there will likely be stored diagnostic trouble codes to be reviewed and used in a diagnostic process, and likely surrounds the electronic throttle control. But testing must be performed -- replacing the throttle body may not be an effective method of repairing the vehicle (as you've seen).
