Maybe the SMOG shop told you the OBDII (On Board Diagnostics 2) is not communicating properly. If there are not check engine light codes, and your light is off, then you simply need to drive it around more for the computer system to finish all of it's self checks. Make sure not to disconnect the battery. Before your next SMOG inspection you'll want to have them first check and make sure your monitors are ready for the SMOG inspection.

have you checked your exhaust manifold all the way back for rusty cracks or leaks? check o2 sensors also
