Van runs fine than it stops. The fuel pump is working but the fuel line inlet shuts valve in hose to fuel rail. Do I need to replace fuel rail the regulator on that is non service

Your van has the regulator integrated into the pump module (aka pump assembly). The factor repair information shows that it is serviceable separately from the module. However, there are many potential causes for your concern. So, before jumping to conclusions and replacing the regulator, I recommend getting a professional diagnosis of your vehicle.
