can a bad bcm be reprogrammed if part is discontinued?

2006 touring convertible, bcm no longer available. Ordered 3 different ones from e-bay, and none we good matches. Currently the bcm I have will not power the automatic climate control or convertible top. I'm at the end of my rope, because without climate control in the Northeast, it's next to useless.
