brake pedal to the floor first time. fine after the 1st. bled all lines twice

just replaced the rotors and brake pads. sounds like air is in the lines but we have bled all 4 lines twice and checked them to make sure none r dry rotted. still able to push the brake pedal to the floor the 1st time but after the first push pressure is ok. but if im goin 60 on the highway and haveto hit the pedal to the floor thats a problem
