I thought that would be brought up about cooling fan.It's not. On another Q&A site several people have the same issue.1 response is that the relay for secondary air pump injector is bad. I'm not so sure about that. I have never heard of a intermittent relay problem they work or don't work as far as I know. The service manual I have is vague when it comes to emissions. The only motor i have found on or near the top of motor is the idle air pump. I wonder if this is what he meant?
