The coolant in the recovery tank is boiling and steaming. I replaced the thermostat, drained all the air out of the system. replaced radiator. still have the problem, whats next.

I'm suspicious that you have a blown headgasket allowing combustion gasses into the cooling system. Get the car checked by a Chrysler specialist for a blown head gasket. Here's a directory link for you: https://repairpal.com/chrysler-repair-in-tulare-california
my 2000 was doing that as well and overheated. Turned out to be the fan sensor. I just kept the a/c button pushed in till I was able to have it fixed.
