Over it flutters like it wants to start but just cant catch the spark first it started off by getting jumps now it won't even work with a jump I tried the engine start up fluid spray and that didn't even work before I get it towed to a dealership I wanted to know if anyone could give me some insight on what could possibly be the problem I had my side mechanic check it out and he found out that it wasn't the battery that is causing it or fuel pump any advice would be helpful

Your car is "old enough" that a competent independent repair shop should be able to figure out the problem. An engine needs mechanical integrity, spark and fuel to start and run. Basic diagnostic tests need to be done to see if you have "good" spark and adequate fuel delivery. If you are not getting fuel or spark that's where the diagnosis begins. For test procedures and specifications there is a company that independent auto repair shops get their information from, this same information is available inexpensively for people that work on their own cars.. The information is year make and model specific, covering repair procedures, torque specifications, fluid capacities and specifications, service bulletins, component locations, wiring diagrams ect....
