Windows get out the way when switch to close top is activated but that's it the roof doesn't move or make sound . Fuses and relays good, swap tested. ?

Convertible tops are not easily diagnosed; would recommend a skilled technician equipped with a digital voltmeter / ohmmeter (DVOM) and wiring diagram as well as shop manual guidance inspect your system.
