I have a 2004 Sebring convertible with similar problem. The passenger window would go down but not up and the down only worked from passenger side switch. After researching and testing I found that it was in fact a broken wire where the harness passes through the drivers door. In my case it was the purple wire w/white stripe. Luckily the wire was broke completely in half so it was easy to spot once I pealed the rubber boot back. I read about the problem of wires breaking in this area but kind of blew it off because its usually never a broken wire when dealing with electrical, but sure enough it was. So that's where you should start if having similar problems with your Sebring. Another common problem is oil light coming on at idle. This is fixed by installing a new oil pressure switch, just make sure to clean the plug really well before plugging it back in. Hope this helps.
It sounds like your window regulator has failed, which is pretty common on these cars. That is why you still hear the motor running but the window does not move. It costs from $161-$247 for the repair. it is in our estimator https://repairpal.com/estimator/chrysler/sebring
the window regulator looks like a large repair. is there any chance just the motor of it can be replaced or that it could be just the switch for that window.? is there a way of troubleshooting these yourself??? I'm having a similar problem with my 07 hard top sebring driver window went down but wont come up all you hear is a slight clicking when in the down position but nothing in the up position .
