Killing new battery and will not start.

Has been parked for about three months. Was starting but stopped and the battery wasn't working.put new in and less than a week battery dead or no power from battery to even turn lights on. No water in radiator. Was water last drove about 3 months ago. Oil is good. Fuel was low last time it was driven. Has quarter tank now. Will not start.
