It has only done this in the last year...it is not the color, just the shiny surface

that is the clear coat.lots of different years,makes,and models do it.the sun,weather,and heat from the engine plays a big part in this.i have had several that did it,but didn't really worry about it.but you could maybe call the dealer with the vin,to see if they could help.
Was the hood recently repainted? If so then take it back to them. The clear coat has to be removed completely before a respray. Do it yourself and save the money, also you made want to take shine off the paint to. The chemical strippers work well as a first application, but not much is needed and exposure time not that long.
