The van starts normally, but when I try to shut it off — especially in cold weather — it won’t fully turn off and gets stuck in ACC mode. The radio and dash stay on, and I sometimes have to hold the start button or try multiple times to get it to shut down. Occasionally, I get a message stating that the vehicle is not in park,even though it is.
What makes this problem better or worse?

From what you are describing with the van getting stuck in ACC mode, the "not in park" message, and needing multiple attempts to shut off, this all strongly suggest a faulty park position sensor or a transmission range sensor that is intermittently sending incorrect signals to the body control module. When the system doesn't properly recognize that the vehicle is in park it can prevent a full shutdown as a safety measure. A failing push button start module or a software issue are also worth considering on this generation Pacifica.
