Hi, my name is Devin. I am an auto repair expert with the Car Genius team here at RepairPal. I'm sorry to hear you're having trouble with your Pacifica. It sounds like there could be an issue with the steering or suspension components, possibly involving the power steering system, the steering rack, or a related sensor. The fact that the car only "unlocks" when you turn the wheel could be pointing to a mechanical or electrical fault that's causing the vehicle to be temporarily immobilized in gear. The whistling noise may be coming from a vacuum line or a part of the power steering system, but it could also be tied to issues with traction control or the steering system. The ESP and traction control lights turning on suggests that irregularities in the steering or sensors are triggering the car's stability control system. When you turn the wheel, you may be resetting or moving the components just enough to allow the system to work again. I recommend having the power steering system, steering rack, and wheel speed sensors checked. If there's any issue with the alignment or suspension components, that could also impact how the system reacts. Since this problem started when you bought the car, it's worth investigating any potential pre-existing conditions or repairs that may have been missed.
