The climate fan will not run or it runs all the time, with the Climate control power off. I already replaced the resistor. Do you think the climate controller is bad?

What is your question?

It happens at any time. Turn the climate control module on and it works just fine. turn it off and the fan runs at high speed. And some time nothing. Doesn't matter if the ac or heat is turn on. Doesn't mater where the speed of the fan is set.

What makes this problem better or worse?
