dealing with a mechanic who finishes half the job

18 months ago had a car's timing belt break. Mechanic gave us an oral estimate. We paid half up front. He has completed more than half of the job, but is very slow to complete. We now live out of town. Can I find another mechanic to finish it? What is the protocol in this situation? This is in the state of Georgia. He says he will get it done but doesn't. Very frustrating.
