I'm really sorry to say -- but your vehicle is 20 years old and you live in a state where road salt is used to treat icy roads. It's not surprising to me that your vehicle has rust and perhaps issues related to it.
The "useful life of a vehicle" can mean different things to different people.
Frankly, I would find the repair or "replacement" of a frame for this vintage of vehicle money not so well spent; the costs would far exceed the value of the vehicle if sold or purchased regardless of current mileage.
You can always reach out to Chrysler, but I'm thinking there's not much to be done here. So sorry!
