Take a look at the flex hose. If it is original, it may be collapsed on the inside, keeping brake fluid in the caliper. If that is the case, the caliper is applying the brakes at all times. If the caliper piston and the slides that the caliper travel on move hard, than, I would change the caliper and the flex hose.
