We have a 91 Lebaron that is around 60,000 original miles however the previous owners informed us the ODO was unplugged during brake servicing and they provided information on how to plug it back by the mechanics but never did (this was back in 2015 the car hasn't been driven since). Everything in the car works perfectly fine including the Speedometer so I do not think it is a speed sensor issue. If their story is correct, how do I reconnect the plug on the Odometer sensor? I have seen that there is possibly a problem with the physical gears in the instrument cluster as well.

The speedometer and related odometer internal to it are driven by a vehicle speed sensor. The workshop manual I'm reading in ALLDATA does not mention anything specific related to the odometer itself. I'm not aware of any vehicle that has a connector for the odometer for an "odometer sensor". I'm not even sure how a connector like this would be unplugged during brake servicing. You're going to need to have someone local too you evaluate this and see what's happening. I did some digging and did find two cables that were unplugged but cannot for the life of me find where the go in. https://imgur.com/a/phMzdeq These are right by the speed sensor one is a two-pin and the other is a barrel-plug looking one-pin.
