Ac blows full blast when ever the car is on is there any way to shut it ofd until ican afford to fix it? 99 chrysler concord

There is a 25 fuse for blower motor. Have you fixed this issue? Cause i have the same issue in my concorde. And now all of my dash instruments dont work. No speedomoter,odometwr, rpm, wipers,gas gauge,door locks.
