I think your mode door actuator motor has failed about 1.3 hours for labor and here's a online guide for repair http://bit.ly/wVHeJ
If you plan on performing the work on your own car, invest in a repair manual. You can get an online subscription from http://www.alldatadiy.com/ which will have the same repair info the technicians use, as well as other info.
I had a similar problem with my 02 Sebring. No warm air on idle. I fixed this by having my husband "burp" the coolant system. Basically, take the radiator cap off, turn on the car, watch for the level to suddenly go down (the burp) and add coolant. You can then replace the cap. Worked twice now. Hope that helps. Not as big an issue here in Texas, but I bet its still cold up your way.
When you add coolant or water to car, are you opening the coolant air bleeder?
Your thermostat might need to be replaced they put them in a place that sucks but it is about 16 bucks at napa and this part would make it so you only get heat at high idle
