car runs fine after being very difficult to start. has new starter and acts like it is out of gas, but if you pump the gas pedal excessively car will eventually start and runs fine,

If you haven't replaced the fuel filter in recent memory, do it just for the principle of the thing. Can't hurt and folks don't replace fuel filters often enough. You'll be surprised by how much dirt, water and gunk comes out of it. I don't think it's your problem, though. Pumping the pedal shouldn't really help anything in a fuel injected car. But I can tell you, if you push the pedal down too far while starting, it's designed to cut off the fuel to clear a flooded engine.
