Heater don't work

Heat set 123 work till u go 60 MPH stops but heat set 4 works still

What makes this problem better or worse?

Heat Set 1 2 3 doesn't work after going 60 MPH set 4(high) works I have changed the transmitter 2xs because fuse has blown...would it be the blower motor even if the set 4 works

How long has your 2000 Chrysler Cirrus had this problem?
