Why will my engine only turn over 3/4 to one turn each direction

Good for you for checking before attempting to start -- but yes, there must be something incorrect here, if you can't turn it. From here, there's not much to advise but to tear down again and recheck everything. There's no missed step I could imagine honestly, but then no one in this forum was there with you when repairs were made. Better to be safe.
