On most newer cars the brake rotors slide off of the front hubs, there could be some corrosion built up between the rotor and the hub. If the rotor will not come off with all the brake hardware out of the way try striking the rotor between the wheel studs with a hammer. This should loosen a corrosion. If that does not work you may need to get your car to a qualified technician to get your rotor off.
your e-brake is holding up the rotor from the inside of the rotor. Just keeping hitting it to break free the rust holding it on.
