Why is it that the temperature gauge needle never rises as if it it never get warm at the same time the red lightning bolt (electronic throttle body) has an issue. They both kick off at the same time

What makes this problem better or worse?

High idle... Normal idle should be around 500-600 rpm and when the both kick off it idles at 700-800 rpm
