Did Chrysler weeks two part of the engine near water pump? My brother replaced water pump and notice that it was worded in two parts near water pump?

Chrysler 200 V6 2014 - Was two part of engine welded for some reason? My brother changed the water pump recently and noticed the welded to spots on engine. When I purchased car 2015 used with 37,000 miles.

What makes this problem better or worse?

Everything now- heater fan, engine light. Right now o- ring replacement.
