Hello, I’m Pete from the Car Genius team at RepairPal. I’m sorry you’re dealing with this concern on your Chrysler 200. Based on the information provided with how the radio blinks out when you attempt to start the engine and doesn't come back on until about 10 seconds have passed and with everything that has been replaced already to try and resolve this concern it sounds like this could be a loose or corroded power or ground connection either at or leading from the battery or in another location like the fuse panel, alternator, starter, or any other power or major grond connections. A loose or corroded connection can cause power loss concerns that can prevent the engine from starting as well as the delayed power returning to the radio and possibly other electronics. I recommend having the power and ground cables and connections checked to see if any issues are found. I recommend tracing the power and ground cables as well to check for any concerns. In some cases it may be best to allow a reputable repair facility to look into a concern like this to help pinpoint the cause and then decide from there whether you want to try and tackle the repair yourself or allow them to repair it from there.
