speedometer reads 60 at start up or it will stick at a speed till restart.

speedometer will stay at a speed you still have speed control but you don't know you speed

Sounds like the motor in the cluster for the speed odometer is bad. It's also possible that there is a wiring issue to the speed odometer but since your problem goes away after restarting the van once it sounds more like the motor.
