What to do about rocker panel rust?

The rocker panel under the sliding door on my '01 Venture has been rusting, to the extent that there is now already a 2-inch hole. I scooped out about a pound of rust from inside the panel! What is the best way to deal with this? Is there some way to apply a seal or coating to prevent it from getting worse? Thanks.
