Radiator cap doesn't come off

What is your question?

I am trying to do a coolant flush but before I start I can't get the radiator cap off. It turns about a half turn but the cap has tabs curlign under the bottomn that hold it to the filler neck. Any ideas on how to proceed?

You need to press down on it when you turn it, It's a safety feature so you won't scald ourself. Be careful and take the cap off when the engine's cold.
