I am getting a DTC code indicating that the EGR valve is stuck in the open position. My understanding is that this is often caused by carbon deposits. The question is, can I spray some carb cleaner etc. into the inlet, to dissolve the carbon without having to remove the whole thing? Thanks.

A code set for excess EGR flow should set the Check Engine Light/Service Engine Soon light but also is usually associated with a stumble on acceleration or stalling at idle. The EGR valve is located at the top of the engine (transmission side). The valve is electronically controlled, the valve probably needs to be removed, check all EGR passages are clear, clean the EGR pintle or insure it seals. P0401 and P0404 codes incorrect flow are the common codes. There is a service bulletin regarding an ERG code P1404 which may be false. The bulletin says that problem is fixed by a computer reprogram with later software and the factory scan tool or equivalent.
