Hard to steer when start to go or going slow...I have check power steering fluid it is okay.
What makes this problem better or worse?

If your power steering level is good you may have a weak pump or a restriction. There are a few other possibilities like a bad rack or a slipping belt as well. There is also a bulletin from GM on a solenoid on the rack and pinion that can cause a condition very similar to what you are describing. May want to bring that up to the shop you bring it to, or if you go to the dealer they should know to look there. Its called a steering gear valve solenoid and its for a system called VES or variable effort steering. Hope that helps Alex
Not sure if you saw my 2nd response but you can also have them check your variable effort steering solenoid which is on the rack and pinion. There is a service bulletin from GM on this part causing very similar symptoms as you describe.
