Why is engine rpm is not steady when engine is cold at idling?

Why is engine rpm not steady when engine is cold at idling? it gets better at full operating temperature but not completely. New spark plugs installed. RPM fluctuates from 600 down to 500 rpm, for example mostly in drive and at idling.

Possible dirty or failing IAC valve or a air intake vacuum leak. Need to determine which.
