the passenger tail light and radio speakers work off and on

In the morning when the passenger tail light doesn't work at the same time the radio speakers don't work I have to turn the radio max to were I can hardly hear. Sometimes by the afternoon the radio speakers and passenger tail will start working. at night the tailight and speakers won't work. Also a while back the speedometer was reading 50 110 80 30 when i was going 60 according to my gps. if i turned the car off it might read 70, but now the speedometer seems to be working ok. is the taillight and speaker problem a body control module or electrical problem, does the weather in the morning and the weather in the afternoon affect the sometimes work and sometime it doesn't work
