expired fuel tank recall

What is your question?

I have a 2004 Chevy trailblazer EXT I recently found out they that the fuel tank has and issue but the recall has expired is there anything that I can do to have the dealership repair it and no cost to me...P.S. is this the reason the fuel hand is acting crazy.
