expired fuel tank recall

I have a 2004 Chevy trailblazer EXT I recently found out they that the fuel tank has and issue but the recall has expired is there anything that I can do to have the dealership repair it and no cost to me...P.S. is this the reason the fuel hand is acting crazy.

Contact GM dealer for full explanation of this service bulletin that was issued for leaking fuel.
