I should have at least 13 Volts or better at pcm and on starter circuit. I can jump the relay and make the starter run just fine turning over the motor.

Hello, I do not agree about 13 volts -- your battery will typically provide between 12.4 - 12.7 volts when fully charged, and that's what your vehicle needs. Amperage should be much higher in cranking power. If you are saying you have 3 volts, I would question the voltage drop - is the engine's battery fully charged and able to sustain a load? Are battery cables clean and secure, as well as terminals clean and secure? If you have 12 volts at the battery and 3 volts at the PCM then obviously something is happening between the two points. If you need guidance, work with a shop near you.
