When im putting gas the fuel pump shuts off the the gas starts over flowing slow

However, if the problem is universal at any station, you could have a ventilation concern of the fuel tank. The fuel tank is made to be able to vent properly - with the understanding that fuel vapors are intended to be captured due to emissions control needs - and as such there could be a concern with the proper ventilation.
