The left rear brake stays locked up and the brake pedal is hard to push.

When you bled the brakes was there a heavy stream of fluid coming out the bleeder or did it just dribble out? Sounds like you might have a restricted brake hose that doesn't release pressure quickly enough. Or maybe an issue with the e-brake shoes binding.
