What is your question?
Tahoe’s shifts into for low or 4auto when driving and low speeds(20-3mph). I have replaced the switch but that did not resolve the issue. Went on to remove the 4wd fuse in the cab and unplugged the actuator but the switch still showed 4wd still trying to engage but could not. What else could be the issue if not the switch not the actuator.
What makes this problem better or worse?
No indication of being better or worse, happens sporadically.
How long has your 2005 Chevrolet Tahoe had this problem?

The system would utilize a control module to send the command when actuated by the switch. Diagnostic testing using a GM compatible high end diagnostic tool (like Tech II) Is needed to check to see what command is being given and when, and what the result is with the components. They can be monitored. This is where to start; no idea what you'll find.
