What is your question?

The RPM's don't go up. It stops when the car is idling and I think it may have something to do with the brakes. Is that crazy?

So, the noise is there when stopping or accererating. If accelerating, sounds like a possible radiator cooling fan clutch engaging for a excessively warm engine. I recommend checking your radiator fluid level.
