my speedometer is stuck on 25mph when car is stopped when driving can not tell how fast your going does anybody know

I have a 2003 Chevy Tahoe and it was doing the same thing, stuck at certain area on the speedometer after being turned off. I also experienced that the speed was off and it was not reading the speed right. I took it in to the dealership and they said that the cluster (the whole speedometer, RPM assembly) needed to be replaced. That there would be no charge because there was a recall on these. So you might want to look into it. Mine was done for free.
There is most likely and internal fault with your gauges cluster causing the speedometer to stick at times. If it turns out the cluster is at fault it will need to be removed from the dash and repaired by a facility specializing in such repairs.
I had the same problem and had to take the dash apart to get to the needle and pop it off.. I ran the calibration test and then popped the needle back on @ 0Kph or 0Mph and it has been fine ever since.
I had the same problem with my 2003. Speedometer would read 120 and I was running 55. There is a recall on the cluster, but if your car has more than 70,000 miles on it they will not do it for free. It will costs about $500-$600 to get it done. Do what I did and get a GPS for $100 and use the speedometer on it.

These 03-06 Tahoe's are bad about this kind of problem, it's usually caused by failing stepper motors inside the instrument cluster. Each gauge has a motor that controls it's needle movement and when the motor goes out the gauge will either stick, jump around or die all together. Another common problem is when all the gauges just stop working all at once (but the back lights inside the instrument cluster still work). This problem is also a problem with the instrument cluster that requires it to be taken out, opened up and repaired.
