Engine wont shut off, wiper & windows don't work, dash lights stay on!?!?!?

Just bought 95 Chevy Tahoe 4x4. They replaced the motor ,just throwing that in there just in case, but its still a 350. Have to remove relay to shut the engine off after key js turned off. The dash lights sfay on so have to disconnect battery. Wipers and power windows don't work at all. I know of a couple different possible reasons but need second opinion before i waste time and money .Runs great no stalling or noises.
