I cannot be certain, but it sounds like something in the electrical ignition switch, wiring, or how it all relates to the key cylinder is not working properly and will need to have troubleshooting performed.

This happen IF key is actually removed from lock cylinder? .. That would definitely confirm switch is in the OFF position.. Any of the other accessories remain operational?

Opening any door still turn off accessories with key removed? Radio for instance. This is a most unusual condition - limited to dash lights and rear blower only. Good luck!
