Why won't my engine reach operating temperature at an idle

Engine can run for hours at idle from a cold start and will not reach 210 degrees (operating temp)
I have replaced the thermostat 3 times with no changes as well as the heater core.
‘COLD’ ambient temperatures combined with coolant circulating more slowly at idle and being rapidly cooled by the radiator - this condition is pretty much normal..
After revving engine for only a couple seconds cabin heat should be nice and warm.
