Why won't my engine reach operating temperature at an idle

‘COLD’ ambient temperatures combined with coolant circulating more slowly at idle and being rapidly cooled by the radiator - this condition is pretty much normal.. After revving engine for only a couple seconds cabin heat should be nice and warm.
