When the "flash hazard" button is not activated, I continue to hear this clicking noise. I tried replacing the Flash Hazard relay; however, noise continue. Any suggestions?

The noise you hear is normal. The noise is from the relay opening and closing in order for the light to flash.
My best guess would be a short in the button itself, not fully disengaging the relay.
Can you advise how to modify a EP29 Flash Relay device? I saw a sample on YouTube, but just curious to know.
Absolutely! The clicking noise is still going "after" the hazard and turn signals are off. Make sense now?
