The key is stuck in the ignition and will not turn to the off position

The car was towed. When I picked it up, they said they had to jumpstart it because battery was dead. Drove to gas station and discovered that the key wouldn’t turn past the accessory position. Can’t remove the key. Can’t shut the car completely off. I can hear the electrical components running, like fuel pump. The steering wheel will not lock. Car doesn’t feel like it is locking into park. I have to disconnect the battery to turn off the car. There was a theft warning light on when I picked up the car.
