Chevrolet dealer service dept. mechanic indicates a brake concern on the rear drivers side wheel won't spin freely - needs service. Why is this and what causes this problem? How is this corrected?

Hello, it looks like your rear wheels have drum brakes. This is when shoes push out against drums to stop the vehicle. It is unknown why one wheel of the rear wheels would be locked up. It's possible that some of the attaching hardware has fractured or is installed incorrectly, or that the wheel cylinder that engages the brake shoes could be of concern. Parking brake mechanisms may be frozen. It's so hard to say, but an inspection by hands on technicians will be of value to figure out what is wrong.
