Hello, theoretically, a coolant reservoir cap - if rated to a certain pressure, like a radiator cap would be - that is not performing as it should be, could contribute to cooling system overheating, as coolant flow wouldn't be as desired. I'd look, however, at #3 in your story - why is your cooling fan not turning on? That is a prime candidate for concern.
